WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.

WASHINGTON (AP) — The Senate has approved President Joe Biden’s nominee to lead the Environmental Protection Agency's air pollution office just as the agency is set to finalize rules over climate-changing emissions from power plants and cars and trucks. Joe Goffman is a longtime EPA official who has headed the air and radiation office on an acting basis since Biden took office three years ago. Goffman's 2022 nomination for the air post, one of the top jobs at EPA, lapsed last year without a Senate vote. She called the Clean Power Plan “a direct shot at American energy production" and an attempt to shut down coal- and gas-fired power plants, including those in her home state. An EPA plan to curb greenhouse gas emissions from power plants is little more than the "second iteration of the Clean Power Plan,'' Capito said.

CNN —John Podesta, a senior White House adviser focused on clean energy and climate, will take over as US climate diplomat after John Kerry steps down this spring, according to a source familiar with the move. Kerry, a longtime senator and secretary of state, was tapped shortly after Joe Biden's November 2020 election to take on the new role created specifically to fight climate change on behalf of the administration on the global stage. "John Kerry's tireless work to deliver global progress on the climate crisis has been heroic," former Vice President Al Gore, who has focused primarily on climate in his post-public office life, said in a statement Saturday. While his gravitas has made him a central climate figure around the world, Kerry also has strong critics who argue America's climate policies don't amount to leadership in fighting global warming. The Inflation Reduction Act, the largest climate law in U.S. history, is pumping billions of dollars into renewable energies.

The Biden administration’s crackdown on methane leaks from oil wells is based in part on a new powerful policy tool that could strengthen its legal authority to cut greenhouse gas emissions across the entire economy — including from cars, power plants, factories and oil refineries. “There is a foreign policy dividend in keeping a lid on oil prices,” said David Goldwyn, who was a leading energy diplomat in the Obama administration. Exxon Mobil was kicked out of the Dow Jones industrial average, and some European oil companies announced plans to pivot from fossil fuels to renewables more quickly. While he has supported green energy and battery-powered cars, he has also hectored oil companies to increase production in an effort to drive down prices for consumers. They also said habitat loss due to climate change — combined with other problems such as increased development such as houses and roads — will likely harm wolverine populations. Environmentalists have argued in multiple lawsuits against the Fish and Wildlife Service that wolverines face localized extinction from climate change, habitat fragmentation and low genetic diversity. The wildlife service received a petition to protect wolverines in 2000 and the agency recommended protections in 2010. Wolverine trapping was once legal in states including Montana.
